How it works
No magic. Below is what the service actually does, step by step, including what it cannot do.

What the monitor does
At intervals, the program opens the public e-queue page for each of the four cities — the same page anyone would open in a browser. No passwords, no logging into government systems, no personal data in the request.
How an open slot is recognised
The easy approach is to look for the phrase “all slots are taken” and assume that if it is missing, a slot has appeared. That approach is wrong every time the page fails to load, the wording changes, or the site returns an error.
We do the opposite. An alert is sent only when the booking form itself is present on the page — positive evidence that booking is possible. No evidence, no message, however suspiciously empty the page looks.
Re-check before sending
Having spotted an open slot, the monitor immediately fetches the page again. If the second read does not confirm it, no message goes out. It costs a few seconds and it prevents false alarms.
Delivery
The message arrives in Telegram, through the same channel as all your ordinary notifications. There is nothing to install.
Then it is over to you
The message contains a link to the official DP Dokument site. You open it, confirm your identity through Diia.Signature or the NBU BankID, and book. The service takes no part in that and could not: it has no access to government systems.
Load on the public service
The monitor keeps a pause between requests and does not try to get around it. It does not rotate IP addresses to reset a counter, does not run parallel workers and does not bypass protections. One monitor serves every subscriber at once, so the number of people using the service does not add a single request to the DP Dokument site.
Limits worth knowing up front
Checks are not instant. Time passes between reads of the page — otherwise the service would create excessive load and be blocked. Some short openings are missed.
A form being present is not the same as a convenient date being free. We can see that booking is open; which dates are inside is something you see.
